Body of Chingiskhan Getakazhyev Found

INGUSHETIA – At 21:00 on 24 July unknown gunmen in the city of Malgobek shot and killed Chingiskhan Getakazhyev, a wanted NVF fighter.  Police are investigating the circumstances of the murder (Kavkazsky Uzel).

Body of Fighter Found

INGUSHETIA – At around 22:00 on 24 July the body of an NVF fighter with gunshot wounds was found in a car two kilometers from Malgobek.  Interfax reported that he was a resident of Malgobek, but did not report his name.

Dead Fighter Identified as Prison Guard

INGUSHETIA – Authorities have identified one of the two NVF fighters killed on Saturday in the Nazranovsky District as Vakha Saprailiyev, a federal prison guard.  The second man killed was Mustaf Mutsolgov.  One spetz-operation took place in Yekazhyevo; the other in Surkhakhi on Saturday.  Details of the operations have not been reported. 

 

 According to the FSB, both men participated in this month’s attack of the MVD operational group in the republic in which two policemen were seriously wounded.  The men were also wanted for the murder of a 77-year-old resident of Plievo and another resident from the settlement of Surkhakhi.  Two PM pistols, ammunition, and an explosive device were found in their vehicle (NEWS ru.com).

Two Suspects in the Hydroelectric Facility Attack Killed

KABARDINO-BALKARIA – At 16:00 on 25 July, police killed two NVF fighters suspected of “participating” in the 21 July attack on the Baksansky Hydroelectric facility (see earlier RETWA reporting for details of the attack).

 

A spetz-operation conducted in the settlement of Dugulubgei resulted in the deaths of two men identified as R. Orshogdugov and R. Seyuhov—both were wanted.  The two men were in a Volga car when police tried to stop the vehicle.  A gunfight ensued.  Police reportedly found two machine gun pistols, an automatic pistol, and a significant quantity of ammunition and grenades in the vehicle (IA Regnum).

Three Servicemen Killed in Drive-by Shooting

DAGESTAN – Police report that they have found the car used in the attack on three military servicemen in Buinaksk on 23 July.  At 21:30 on 23 July, unknown gunmen firing from a passing car fired at three servicemen standing on the street at the intersection of Dakhadayeva Prospekt and Yanina Streets, killing two of them.  The third was hospitalized but later died.  Fingerprints, telephone line, and 7.62 mm ammunition were found in the car (Gazeta.ru Kavkazsky Uzel).

Bomb Found and Disabled

DAGESTAN – On Saturday, police found and FSB sappers disabled a homemade bomb at house No. 75, Shamilya Street, next to the entrance of the “Kuyada” grocery store in the settlement of Komsomolskoye, Kizilyurtovsky District.  The bomb consisting of ammonium nitrate and aluminum powder (about 5-6 kilograms of trotil – TNT- equivalent) with a mechanical timing device was in a metal bucket.   A hydro-cannon was used to disable the device (Interfax; NEWSru.com).

On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

On 14 April, Mairbek Vachagayev, the former spokesman of the now deceased President of the Chechen Republic of Ichkeria Aslan Maskhadov, spoke on the subject of “Chechen Resistance: New Faces, New Strategies” at a Jamestown Foundation conference held in Washington D.C..

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
