Attack on Hydroelectric Dam Fails to Shut Down Facility
KABARDINO-BALKARIA - On the night of 20 July, between three and five unknown gunmen entered the grounds of the Baksansky hydroelectric dam located in the Gas Pipeline Security Increased INGUSHETIA- President Yunus-Bek Yevkurov said Thursday that security at all gas pipelines facilities running through Ingushetia has been increased because of the attack on the hydroelectric dam in Kabardino-Balkaria on Wednesday. Chief of Security Fired for Neglect of Duty KABARDINO-BALKARIA – The republic’s chief of security has been fired because of the 20 July attack on the Baksansky hydroelectric plant (see earlier RETWA reporting). His policemen were asleep at their posts--one in a car, the other in a guard shack--at the time of the attack. Moreover, the proper security monitoring equipment was either not installed at the site or not working. In addition to the two guards being killed, those who planted the bombs entered the “machinists hall” and took two workmen hostage, beating them. One was later hospitalized. The “hall” was significantly damaged by the explosions and the fire which followed (ITAR-TASS:Kavkazsky Uzel). Grenade Kills Elderly Woman INGUSHETIA – At 02:25 on 20 July, unknown persons tossed two F-1 grenades into the yard of a woman in Malgobek born in 1933, killing her. Her daughter was visiting at the time, but was unhurt. Police have not speculated on a motive for the attack (Ingushetia.org). Bomb Wounds Six Policemen ABKHAZIA – At 06:05 Thursday morning, a roadside bomb targeted an UAZ police patrol vehicle between the settlements of Nabakyevi and Taglan, wounding six policemen from the Bargyabsky police department in the Galsky District. The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006. Casualties (except militant) resulting from police operations are also included.
