OMON Commander Arrested as Suspected NVF Accomplice DAGESTAN – An unidentified 37-year-old OMON police lieutenant (who is also the commander of a transport OMON unit based in Makhachkala) has been arrested as a suspected NVF “accomplice.”  He and his brother are suspected of delivering arms and clothing to fighters killed in a spetz-operation in Makhachkala on 11 November 2010 (see earlier RETWA reporting).  A search of his home has turned up a “Stel” gas pistol, “Sobol,” SaigaMK”, SKS, and “Maverik” firearms, as well as a significant quantity of ammunition (ITAR-TASS; chaspik.spb.ru; Kavkazskiy Uzel). Published 11:40    (19-May-2013 Sunday) KTO Regime in Effect in Elbrusskiy District KABARDINO-BALKARIA – A KTO (Counter-terror Operations) was imposed on the Elbrusskiy District encompassing the settlements of Kata-Tyube and Dzerklikol as well as highway A-158 to the village of Khankhoteko from 04:00 18 May (other reporting says 15:30).  Law enforcers are searching for a group of at least four fighters in the area (IA Regnum; contrasterra.ru; georgiatimes.info). Published 11:55 (19-May-2013 Sunday) Fighter with Suicide Belt Killed in Spetz-Operation INGUSHETIA – An NVF fighter identified as Magomed Arapkhanov, born in 1976, was killed in a spetz-operation near the settlement of Sagopshi on Saturday after police surrounded him in a house under construction.   He was killed in a firefight with law enforcers after he refused to peacefully surrender. A suicide belt consisting a 200 gram canister of trotil (TNT) with 5.45mm ammunition for shrapnel was found on his body.  The device consisted of around 1 kilogram of explosive power.  It was destroyed by sappers (georgiatimes.info). Published 16:30 (19-May-2013 Sunday) Boxing Trainer Arrested as Suspected NVF “Accomplice” DAGESTAN – A 17 May search of the home in the city of Buinaksk belonging to 36-year-old boxing trainer Gasan Urdashyev turned up a 200-gram canister of trotil (TNT) as well as a detonator.  Urdashyev was earlier taken into custody as a suspected NVF accomplice, providing ammunition, a safe house, and food products to the “Buinaksakya” band group (Kavkazskiy Uzel). On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
