Magomed Abdusaidov, Head of the “Gudenskiy” Terror Group Killed DAGESTAN – Last night, 24-year-old Magomed Abdusaidov, leader of the “Gubdenskiy” diversion-terror group, was killed in a shootout with police in a forest north-west of the village of Gubden, Karabudakhkentskiy District. An automatic Kalashnikov, two Stechkina pistols, a hand held anti-tank grenade launcher and grenades were found at the scene. Law enforcers are pursuing two more NVF fighters in the same area.  A brief firefight with them took place this morning (Kavkazskiy Uzel; firstnews.ru; rgvktv.ru; vg.ru). Published 07:17   (22-May-2013 Wednesday) Policeman Killed in Ambush Attack on Vehicle DAGESTAN – At 22:30 last night, unknown gunmen in the city of Buinaksk, attacked a vehicle driven by a military serviceman.  A policeman was a passenger in the vehicle.  Both were wounded and hospitalized in serious condition.  The policeman died in the hospital (rosbalt.ru). Published 07:30 (22-May-2013 Wednesday) Homemade Bomb Found at Sports Complex KABARDINO-BALKARIA – At 13:00 this afternoon, law enforcers, responding to information about a homemade bomb being in the Nalchik sports complex located on Dobrovolskogo Street in Nalchik, found a backpack containing a homemade bomb. The 1 kilogram trotil (TNT) equivalent device consisted of a cardboard box filled with hexogen, aluminum powder, and ammonium nitrate and bolts and screws for shrapnel. Sappers successfully disabled the device. A homemade pistol and 145 rounds of ammunition were also in the backpack (RIA Novosti). Published 07:41 (22-May-2013 Wednesday) Captured Terrorist Says 50 Fighters from Bashkiriya Training in “Afghan-Pakistan” Region BASHKIRIYA – New information today indicates that the two terrorists killed yesterday outside Moscow in the village of Prekhovo-Zuyevo (see last night’s RETWA reporting) were from Bashkiriya and had been trained at an “international terrorist organization” camp in the “Afghan-Pakistan region.”  The FSB has learned from the third terrorist taken into custody that 50 or so other Bashkirya fighters belonging to the “Islamskaya partiya Turkestana” (Islamist movement of Uzbekistan) are undergoing training in the same camp. RETWA readers will recall that law enforcers captured the leader of the Moscow branch of this group in March (RIA Novosti). Published 08:00 (22-May-2013 Wednesday) New Video on Makhachkala Twin Car Bombings Available DAGESTAN – New video of the scene following yesterday’s twin car bombings in Makhachkala which killed four people and wounded 44-48 more (see earlier RETWA reporting) can be found at http://ria.ru/incidents/20130522/938890201.html. Authorities are now saying that a minimum of three people were involved in placing the two bombs.  A young man and a woman have reportedly been taken into custody. Thirty-eight people wounded in the attack remain in the hospital (RIA Novosti). On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. Russia has long alleged the international connection of Chechen terrorists—allegations which more often than not have been dismissed by those in the West distrustful of Russia’s intentions.

 

For skeptics, evidence of international connections holds more credibility when presented in a non-Russian setting.  Such is the case in the evidence being presented this week in a Paris court room against members of an Islamic extremist group called the “Chechen Network” (sometimes also called the “Chechen Cell”)

CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
