Bomb Found Under Policeman’s Car (video) DAGESTAN – A Makhachkala policeman today found a homemade bomb under his car.  He immediately summoned sappers, the surrounding building were evacuated, and the bomb was moved from under the vehicle and destroyed with a robot.  Video of the scene can be found at http://rgvktv.ru/news/19678. (Published 07:25 (21-May-2013 Tuesday) Security Camera Clips Clearly Show Makhachkala Bomb Explosions (video) DAGESTAN – A security camera at the Baliff’s building in Makhachkala where the twin terror attacks yesterday afternoon took place (see earlier RETWA reporting) captured both explosions.  The first explosion is seen in a distance, but the second explosion is seen up close.  A policeman can be seen running out of the black smoke from the blast.  The video is found at http://lifenews.ru/news/114075 ..more Umarov’s Deputy Mutaliyev and “Accomplice” Ozdoyev Killed INGUSHETIA – Two NVF members, including Doka Umarov’s “right hand” man, have reportedly been killed in a Nazran spetz-operation.  The deceased are identified as Ingushetian residents Dzhamaleil Mutaliyev and Alikhan Ozdoyev. The latter, according to MVD information, was an active NVF “accomplice.” President Yunus-bek Yevkurov announced today that Mutaliyev was Umarov’s “right hand.” The NAK (National Anti-terror Committee) has confirmed that Mutaliyev was one of the “primary leaders of the band underground” and a “deputy to its head Doka Umarov.” ..more Couple Accused of Planting Car Bombs in Yesterday’s Terror Attack DAGESTAN – A man and a woman are accused of planting the two car bombs which killed 4 people and wounded another 35 (other reporting says 44) yesterday in Makhachkala (see earlier RETWA reporting). Video from a security camera shows them placing the devices under the two vehicles.  Eyewitnesses have also identified a man and a woman.  Both have reportedly been taken into custody. Published 21:40 (21-May-2013 Tuesday) Contract Serviceman Gunned Down Outside Home KABARDINO-BALKARIA – At 22:40 on 20 May, two armed men shot and killed a contract military servicemen identified as Taimuraz Abazov, born in 1991, outside his home in the settlement of Dugulubgei.  He sustained serious wounds and died at the Baksanskiy city hospital (contrasterra.ru; regions.ru; 07kbr.ru). Published 21:50 (21-May-2013 Tuesday) Telephone Terrorist Mines Capital Building MOSCOW – A “telephone terrorist” called police to report that a bomb was in house 54 on Kastanayevskaya Street in the capital.   More than 500 people were evacuated from the building.  It was searched by sappers, but no bomb was found (gudok.ru). Published 21:55 (21-May-2013 Tuesday) Three Terrorists Trained Abroad to Carry Out Attack in Moscow Captured MOSCOW – Two NVF fighters have been killed and a third captured in a shootout in the settlement of Orekhovo-Zuyevo.  All are Russian nationals who have just returned from the “Afghan-Pakistani region” where they underwent fighter training and planning to blow up a building in Moscow. On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. Russia has long alleged the international connection of Chechen terrorists—allegations which more often than not have been dismissed by those in the West distrustful of Russia’s intentions.

 

For skeptics, evidence of international connections holds more credibility when presented in a non-Russian setting.  Such is the case in the evidence being presented this week in a Paris court room against members of an Islamic extremist group called the “Chechen Network” (sometimes also called the “Chechen Cell”)

CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
