On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya.
